Announcement of a general tender

Sarir and Messla fields Gas Utilization Project (J-22) 

Tender No :  (MTC 92 /2009)

Upon the intention of Arabian Gulf oil Company (AGOCO) to enlarge the participation circle to enable more contracting companies to bid in this tender. This is in order to obtain the best offers and to ensure competition in prices between the contributing companies due to the size and importance of the project to production operations and related issues. And due to the intention of the concerned department to extend the time of obtaining the project technical specifications, Main Tender Committee announces to all qualified specialized companies which have the intention to submit to this tender, the extension of the period of receiving the specification booklets from Sunday 31/01/2010 to Thursday 04/02/2010.

Specification booklets are to be obtained From Main Tender Committee Secretariat office No. 450, Company Main Building – Elkish, Benghazi, during the Working hours against payment of five thousand (5000) Libyan Dinars through non refundable certified cheque (From a Libyan bank) Credited to AGOCO.

Booklets will not be submitted to other than the qualified capable bidders which are able to submit required documents by this announcement according to the Following conditions..

(1)Representatives have to be authorized through official letters from their Companies.

(2)Who desire to bid has to present his qualification and past experience, supported with documents in the related Field. Also legal and Financial  documents, according to the prevailing laws for those registered in GSPLAJ, have to be Submitted. These are :

·        Foundation contract.

·        Valid Commercial registration.

·        Valid registration Certificate from Chamber of Commerce.

·        Valid working permission.

·        Valid proof of tax payment.

·        Financial status along last three (3) years.

(3)Bid to be submitted in three (3) separate, red Wax sealed, envelopes stamped from bidder, indicating project name and MTC No. and participating bidder name to be indicated on each envelope. One envelope is financial Composed of one original + three (3) copies. Second envelope is for technical (one original + three (3) Copies). Validity should be, at least, three (3) months From the Closing date. Third envelope is unpriced Financial offer (original + three (3) Copies) and attached with it is a Bid bond.

(4)Bid bond value is 0.5 from bid total price and must be submitted as a certified cheque issued from a local Libyan bank to AGOCO, valid for six (6) months from bid submission date and contained in red wax sealed separate envelope. Bid bond cheques will be returned later for non accepted bids.

(5)Bids have to be submitted during the official working hours, to Main Tender Committee – Arabian Gulf Oil Company – Elkish- Benghazi-P.O.Box:263 before Thursday 11/03/2010 14:00 o’clock.

(6)Any bid which does not comply with the above mentioned conditions will be rejected. Low price is not the only controlling factor in evaluation. AGOCO reserves the right to cancel the tender without obligation to give any reason for such cancellation.
